House Appropriations Chairman Rodney Frelinghuysen has announced the following staff additions and changes at the Committee.
“We are in the midst of a busy Appropriations season, and are preparing for the all fiscal work and challenges that will come next. These new staff will play a vital role putting together good legislation that will serve the American people, that protect taxpayer investments, and that ensure each dollar is spend wisely and appropriately. They represent a vast amount of experience and expertise on a wide variety of topics, and their efforts will be essential as we strive to fund the government in a timely and effective way,” Chairman Frelinghuysen said.
Brent Baglien has joined the Committee as Professional Staff on the Financial Services and General Government Subcommittee. Baglien has worked in the public policy field for over 30 years, including as Republican Chief Counsel on the Senate Agriculture Committee and as Vice President of Government Affairs for ConAgra Foods. He has a Bachelor of Science from the University of Colorado and a law degree from the University of North Dakota Law Center.
Constantine “Dean” Koulouris has joined the Committee as Professional Staff for the State and Foreign Operations Subcommittee. Koulouris has over 15 years of federal service, including in the Peace Corps, OMB, USAID, and for the House of Representatives. He has a Bachelor of Arts from Dickinson College and a Masters from Harvard University.
Hayden Milberg has joined the Committee as Professional Staff on the Defense Subcommittee. Milberg has 23 years of experience in public policy in Congress and the private sector, including most recently as Budget Director of the Senate Select Committee on Intelligence. He has a Bachelor of Arts from Tufts University and a Masters from Georgetown University.
Karyn Richman has joined the Committee as Professional Staff on the Labor, Health and Human Services Subcommittee. Richman has 16 years of federal service – including former service on the Appropriations Committee. Most recently, Richman was the Acting Director at the Centers for Disease Control Washington Office. She has a Bachelor of Arts from Lehigh University and a Masters from Columbia University.
Jacquelynn Ripke has moved from the Committee’s Surveys and Investigations staff to become Professional Staff on the Defense Subcommittee. Ripke has served as staff in Congress since 2006. She has a Bachelor of Arts from the University of Redlands and a Masters from the National Defense University.
