300+ Stakeholders Support Clean CR to Reopen Government

October 28, 2025

Washington, DC – Bipartisan majorities in both chambers of Congress have voted in support of a clean, nonpartisan CR to reopen the government and fund it through November 21, giving Appropriators time to continue the appropriations process and advance a first slate of full-year funding bills through the conference committee process. Senate Democrats continue to block that legislation, forcing federal employees to work without pay and limiting the services available to the American people.

The clean, nonpartisan funding extension, led by Chairman Tom Cole, is the responsible approach and has earned the support of more than 300 organizations, with hundreds of letters and statements of support. Recent statements from the American Federation of Government Employees and New York City's Steamfitters Local 638 urge immediate action on our bill to reopen the government and pay federal workers. These organizations join hundreds of industry groups across agriculture, transportation, veteran support, construction, real estate, health care, business, hospitality, education, and more in support of a clean CR.

The message is clear: no one wins in a shutdown. The damage to the American people grows exponentially with every day the shutdown continues.

This key stakeholder support proves that Democrats’ continued effort to block passage of the clean CR is out of step with the American people, who demand and deserve an open and functional federal government. The full list of organizations supporting H.R. 5371, the Continuing Appropriations and Extensions Act, 2026, can be found here. Read on for some key highlights.

1792 Exchange: Shutting down the government is bad for business. Slowing down the economy’s momentum is bad for America. The CR is a good solution for today as we continue to work to build a solid foundation for our country’s future prosperity.

Aerospace Industries Association: AIA urges Congress to pass a continuing resolution, free of extraneous legislation, to keep key agencies of the U.S. government funded and open. Without a continuing resolution, the innovation and development necessary to protect national security and maintain functionality of air travel will be halted, causing serious disruptions.

Agriculture Industry: A government shutdown affects all American families and has significant consequences on farmers, ranchers, growers, and all who work to grow, process, deliver, and prepare the food our nation relies on… A government shutdown adds additional uncertainty, disrupts critical services, delays payments, and places more burden on rural communities already feeling significant stress.

Airlines for America: Missed paychecks for the federal employees charged with the safe and efficient facilitation of our national airspace unnecessarily increases stress for the thousands of air traffic controllers, TSA officers, and CBP employees who work every day to keep aviation safe and secure. Aviation remains the safest mode of transportation in the world — but to maintain that record, a system under stress must slow down, reducing efficiency and causing delays for travelers and shippers. We urge elected leaders to act with an appropriate sense of urgency to solve this problem and immediately reopen the federal government. The quickest and simplest way to ensure those critical employees are paid is by passing a clean CR.

Airline Pilots Association, International: Airline pilots stand in solidarity with our brothers and sisters at NATCA and with all the federal workers who are continuing to work without a paycheck during this shutdown. The job of keeping aviation safe and secure is tough on an easy day, but forcing them to do it without pay undermines the safety and security of our entire system. We are at a critical moment in aviation safety, and we need our leaders to be focused on the necessary infrastructure and staffing improvements.

Alabama Cattlemen's AssociationAs stewards of both our nation’s food supply and its natural resources, Alabama’s beef cattle producers deserve the stability of a functioning government that supports their work. We urge lawmakers to fulfill their basic responsibility to the American people, set aside political differences, and restore stability through the swift passage of a clean continuing resolution, ensuring that essential agricultural programs and services remain uninterrupted.

Alabama Farmers Federation: It’s harvest season in Alabama, and farmers don’t have the luxury of shutting down. Neither should the federal government.

Alliance for BiosecurityThe Alliance for Biosecurity urges Congress to prioritize national security and public health by passing a Continuing Resolution to keep the government open. Our nation’s biosecurity depends on continuous investment and uninterrupted coordination between federal agencies and private industry. A lapse in funding would directly undermine the nation’s ability to prepare for and respond to biological threats, whether naturally occurring, accidental, or deliberate. Alliance for Biosecurity members stand ready to continue working with federal partners to advance preparedness and safeguard our nation.

Allied Pilots Association: We stand with our brothers and sisters in air traffic control and TSA who continue to show up to work every day without a paycheck. These men and women take their oath seriously to guarantee a safe National Airspace System so we the pilots can ensure the flying public reaches their destinations in a timely manner and without harm. As the shutdown stretches on and airports encounter potential delays, it only intensifies the pressure these aviation professionals confront in the face of not getting paid. It’s time we support these men and women and reopen the federal government.

American Cement Association: Prolonged disruptions in federal operations threaten critical infrastructure projects, delay permitting, and create uncertainty across the cement and concrete value chain. A stable and functioning government is essential to providing certainty and momentum in sustainable development, economic growth, public safety, and energy dominance.

American Council of Engineering CompaniesA shutdown has a detrimental impact across the economy, causing delays in the permitting and execution of critical infrastructure projects and hurting the clients and communities we serve. Our member companies are on the front lines of delivering safe, dependable infrastructure that supports economic growth and quality of life. ACEC calls on policymakers to work swiftly toward a resolution that ensures continuity of government services and upholds the stability our industry needs to design and build for America’s future.

American Exploration and Production CouncilAmerica’s independent oil and natural gas producers work every day to deliver the energy that powers our economy, and a fully functioning federal government is critical to supporting domestic energy production. Government shutdowns threaten to stall the development of oil and gas resources on federal lands – delaying energy projects and hurting consumers who depend on affordable, reliable energy. AXPC urges Congress to pass the Continuing Resolution to keep the government open.

American Farm Bureau Federation: [A shutdown] has significant consequences on farmers who work to produce the food our nation relies on. Currently, farmers are weathering an economic storm, facing row crop prices at near record lows while production expenses continue to increase… Adding a shutdown to the mix would only add more uncertainty, interrupt critical services, delay payments, and place more strain on rural communities already feeling pressure.

American Federation of Government Employees: This week, Congress pushed our nation into the fourth week of a full government shutdown – an avoidable crisis that is harming families, communities, and the very institutions that hold our country together.  It’s time to pass a clean continuing resolution and end this shutdown today. No half measures, and no gamesmanship. Put every single federal worker back on the job with full back pay — today. These are patriotic Americans – parents, caregivers, and veterans – forced to work without pay while struggling to cover rent, groceries, gas, and medicine because of political disagreements in Washington. That is unacceptable. The path forward for Congress is clear: Reopen the government immediately under a clean continuing resolution that allows continued debate on larger issues. Ensure back pay for every single employee who has served or been forced to stay home through no fault of their own.

America First Policy Institute: Continuing America's comeback success means funding our government. Failing to protect our economic and national security interests at home and abroad would diminish this momentum.

American Gas Association: A government shutdown will not impact the reliable service utilities provide to homes and businesses across the country; however, a failure to pass a clean continuing resolution may have serious implications for vital energy programs for the poorest and most vulnerable Americans. Furthermore, the longer the government is shut down, the longer Congress remains gridlocked and unable to continue momentum towards permitting reform, which is critical to President Trump’s energy agenda by unleashing abundant domestic energy to support the American economy and our families.

American Hotel & Lodging Association: Hotel owners are on the front lines of America’s economy — and every day this shutdown continues, it puts more small businesses and jobs at risk. When the government shuts down, uncertainty ripples across every community. Conferences get canceled, families postpone trips, and hotels lose valuable business. Congress must act quickly to restore confidence, reopen the government, and support the industries that keep America’s economy moving.

American Legion[HR 5371] ensures continuity for programs that are vital to veterans’ health care, housing, and benefits. By extending authorities for critical initiatives… Congress will protect lifelines that combat veteran suicide, expand access to mental health in rural communities, and prevent veteran homelessness. Veterans, uniformed service members, and their families are living in times of tremendous uncertainty... Passing a continuing resolution is the first step to honor their sacrifices and maintain our national security.

American Petroleum Institute: The American oil and natural gas industry’s mission of delivering reliable energy depends on a functioning federal government. Prolonging this shutdown risks delaying critical projects & adding regulatory uncertainty. Congress must swiftly pass a clean CR & reopen the government.

Americans for ProsperityThis continuing resolution is a necessary step to avoid a harmful and unnecessary government shutdown… [A shutdown is] a lose-lose scenario that undermines trust in government and delivers poor outcomes for the American people. There’s no reason Washington should keep repeating this broken cycle.

American Telemedicine Association: ATA Action supports and endorses the short-term continuing resolution language put forward by U.S. House leadership that extends Medicare telehealth flexibilities and the Acute Hospital Care at Home program through November 21. This is the only viable legislative vehicle up for consideration that will ensure these essential programs do not lapse.

American Trucking Association: America’s hardworking truckers do their job every day to deliver for the American people, and they expect their government to do the same. We urge Congress to pass a clean continuing resolution to reopen the government immediately.

AMVETS: Congress must act without delay to pass this measure and ensure the VA can continue delivering lifesaving services to veterans and their families.

Arizona Chamber of Commerce & Industry: Arizona’s economy thrives on stability. Prolonged debates that put government operations at risk create ripple effects of uncertainty for employers, workers, and investors alike. The effects of that uncertainty would extend across our economy, delaying critical government contracts and ultimately threatening both Arizona’s industries and the nation’s economic security.

Arkansas Bankers Association: Arkansas banks remain dedicated to our customers and are OPEN for business. The Arkansas Bankers Association urges Congress to pass a clean CR to avoid impacting federal employees, military, and government agencies with lending programs that assist our farmers and our communities. We encourage federal employees and others impacted to reach out to your bank as soon as possible about your personal situation to see what help may be available.

Arkansas Cattlemen's AssociationThe Arkansas Cattlemen’s Association urges Congress to act swiftly to reopen the government by passing funding legislation. Family farmers and ranchers cannot afford to be caught in political gridlock. Keeping the government open is essential to maintaining the stability of our food supply, protecting rural livelihoods, and ensuring cattle producers have the tools they need to continue feeding Arkansas and the nation.

Asian Pacific Action Network: A government shutdown would be a disaster for everyday people. It would delay paychecks for our troops, disrupt benefits for veterans, hurt seniors and children who depend on basic services, and create uncertainty for small businesses that drive our communities. Many in our community still remember the pain of past shutdowns—and we cannot afford to go through that again. This isn’t about politics—it’s about PEOPLE. It’s about parents making sure they can provide for their children, seniors depending on their retirement benefits, and workers needing stability in a time when the cost of living is already too high. The clean CR on the table is not new or extreme. It simply keeps the government open at the levels already agreed upon, while giving Congress more time to debate long-term reforms. That’s a fair and responsible path. We urge Congress to set aside the games, pass a clean CR, and show the American people that their leaders can still put families above politics.

Associated Builders and Contractors: ABC urges the Senate to act swiftly to pass the clean continuing resolution to extend funding, ensuring the government reopens and critical work can resume to support our economy, small businesses, and national security.

Associated Equipment Distributors: Government shutdowns are shouldered by hardworking men and women, including those that build and maintain roads, bridges, water systems, and pipelines, and farmers and ranchers that feed America. The Senate should approve the House-passed CR immediately and reopen the government as negotiations continue to a longer-term solution.

Associated General Contractors of AmericaThe longer the government is shut, the more likely construction employment around the country could be impacted negatively. That is why we are urging Congress to quickly pass, as it has many times in the past, a clean continuing resolution that will allow the federal government to reopen and vital infrastructure and public works projects to continue. Construction workers around the country are counting on Congress to do its job and fund the government.

Association of Mature American Citizens: The demands reportedly being made by Democrat leaders to keep the government open, including healthcare for illegal aliens and funding for public broadcasting stations that consistently peddle harmful falsehoods about conservatives, are unpopular and unreasonable requests. President Trump and Republican leaders have the support of America’s seniors in rejecting these demands… Pass a clean CR. Keep the government open. Protect America’s seniors.

Bienvenido: A government shutdown would harm millions of hardworking Americans, including Hispanic families who are part of the federal workforce, depend on small business contracts, and rely on essential services. Past shutdowns have cost taxpayers billions, delayed pay for critical workers, and shaken confidence in the economy. Congress must act quickly to keep the government open and protect the economic stability that Hispanic communities depend on.

Blue Star FamiliesWar or peace, life or death, whatever the country asks, our military and their families will do it. We ask for some loyalty from those who send us into harm’s way in return; the least of which is paying us. So Congress has to figure out how to work together to pass a budget or at least a CR. Period.

Border Trade Alliance: Furloughs, reduced staffing, and any service interruptions would create costly delays and jeopardize economic stability on both sides of the border. Just as concerning, our frontline Customs and Border Protection personnel, who are already stretched thin, would be forced to work without pay, further straining morale, recruitment, and retention. The Border Trade Alliance urges the U.S. Senate to swiftly pass a continuing resolution to ensure that our hardworking professionals in cross-border security and trade can continue to do their jobs without a lapse in pay. Preventing a shutdown is essential for trade, security, and the economic well-being of the entire country.

Business Roundtable: Funding the government is an essential responsibility of Congress. A government shutdown would create uncertainty, disrupt critical services, and harm American businesses, workers, and families. Business Roundtable urges Congress to act promptly to avoid a government shutdown.

Cellular Telecommunications and Internet AssociationWe support the extension of the Cybersecurity Information Sharing Act of 2015, included in the House of Representatives’ Continuing Resolution. CISA 2015 established a vital legal framework that enables trusted cyber threat information sharing between the public and private sectors, and this collaboration has strengthened cybersecurity efforts across critical infrastructure, including wireless networks. This will ensure Americans continue to be protected from evolving cyber threats while Congress pursues a long-term extension of the Act.

Citizens Against Government Waste: Senator Schumer caused the government shutdown by trying to conjure $1.5 trillion in hocus-pocus spending programs. The Schumer Shutdown is being rejected by the American people because they know his demands are outrageous and would increase spending by $1.5 trillion. Donald Trump and Republicans in Congress are doing what's best for taxpayers by keeping spending at current levels.

Coalition for Jewish Values: It is troubling to imagine that during Yom Kippur, when Jews are still more concentrated in their synagogues throughout the day and particularly vulnerable, that officials at the U.S. DOJ & DHS in Washington might not be at their desks, pro-actively coordinating police protection and responding to any incidents that might arise on the holiest day on the Jewish calendar, due to a government shutdown. The shutdown will also harm the many families whose breadwinners are employed by the Federal government in civil service positions, when expenses are particularly high due to this holiday season. We urge both parties to employ the necessary short-term measures to keep government open and functioning, while the parties work to resolve their differences regarding a final budget over the coming months.

Consumer Technology Association: Benching much of our workforce and forcing others to work without pay is damaging to our innovation economy, demeaning and demoralizing to public servants, upsetting to thoughtful Americans, and damaging to our global reputation. We believe our political leaders can find a constructive path forward—one that allows both parties to uphold their commitments and immediately get government back moving our nation forward. Congressional leaders can agree on a clean continuing resolution to reopen the government immediately, while also agreeing on a clear timetable for considering and voting on specified health care priorities.

Center for Urban Renewal and Education: It’s time for Senate Minority Leader Chuck Schumer and fellow Democrats to heed the arguments they have repeatedly advanced in the past, resist pressure from their radical base, and do what’s right for the American people. Senate Democrats insist on funding bloated, wasteful, and ideologically progressive programs, including provisions they said would be “temporary” during the COVID pandemic… It’s time for Democrats to stop deceiving the American people and get our bloated federal budget under control. Senate Democrats should stop their brinkmanship, follow the House’s lead, and pass a clean CR!

Coalition of Airline Pilots Association: We call on Congress to end the government shutdown by passing a clean Continuing Resolution. We as pilots adhere to strict procedures promoting safety as our most important priority. We have seen the stress and tension this year on the National Airspace System due to short-staffed air traffic controllers. This shutdown only compounds the pressures they face as they now report to work without a paycheck. Congress must support these men and women by ending this shutdown immediately

Committee for a Responsible Federal GovernmentDespite all the talk in recent months about addressing waste in government, we are about to create a totally wasteful situation: a government shutdown. For the good of the country, lawmakers should work together in good faith to keep the lights on tonight. Shutdowns don’t save money, they waste money. Under shutdowns, we pay federal workers not to work and rent buildings that aren’t being used, all while requiring costly shutdown planning, inefficient allocation of government resources, and a reduction in the services available to the American people.

Concerned Veterans for America: This government shutdown could be catastrophic for the veteran community, especially the most vulnerable among us, including vets who are service-connected, elderly, and homeless… We’re calling on all lawmakers to do the right thing, for veterans and for America.

Conservatives for Property Rights: The Democrats own a government shutdown. They would rather hurt President Trump than keep the government open… Democrats are demanding that extremist liberal policies be included as the price for keeping the government open, and it’s outrageous!

Distilled Spirits CouncilThe federal government shutdown will have a significant and detrimental impact on the Tax and Trade Bureau (TTB), the lead federal agency responsible for permitting, regulating and collecting taxes on distilled spirits. We urge Congress to act swiftly to resolve the shutdown and ensure uninterrupted operations at TTB to protect American consumers, distilleries of all sizes, and the broader U.S. economy.

Ducks UnlimitedThe availability of public lands is paramount to hunters, anglers, hikers, and many other outdoor enthusiasts. A government shutdown would limit access to the outdoors for millions of Americans in national parks, national wildlife refuges, and many other areas designated for public recreation. Likewise, a shutdown could disrupt ongoing projects to conserve and restore critical habitat for waterfowl and other wildlife that support our cherished outdoor traditions. With hunting season already underway in some states and right around the corner for others, we urge Congress to come together and keep the government open for the benefit of all Americans.

Economic Policy Innovation CenterThe House has already passed a clean CR. The Senate can – and should – advance the current spending levels to reopen the government and continue negotiations on full-year appropriations.

Federal Law Enforcement Officers AssociationFederal law enforcement officers will continue to show up and protect this country, even when the government shuts down, but it’s unacceptable to ask them to do so without pay. Missed or delayed paychecks still mean missed mortgage payments, empty refrigerators, and mounting stress. We’re out there every day disrupting violent criminal networks, stopping the flow of deadly fentanyl, and protecting our communities. But during a shutdown, we’re also being asked to fill administrative gaps left by furloughed colleagues. It’s not just a hardship, it’s a dangerous distraction.

Foundation for Government Accountability: The clean CR before the Senate is nothing more than a date change on the same bipartisan spending plan Republicans and Democrats agreed to back in March. This is not the end of democracy or an ‘authoritarian power grab’ – it’s a generous status quo agreement… Democrats are forcing a shutdown while demanding $1.5 trillion in new spending on fringe leftist priorities that the American people already rejected.

Georgia Chamber of Commerce: A stable Georgia economy requires a stable federal government. Prolonged political debates that risk shutting down the federal government create ripple effects of uncertainty in communities across Georgia for our members, farmers, small businesses, global investors, and the state’s long-term competitiveness. We urge Congress to act quickly to protect our employers, our workforce, and critical infrastructure.

Heritage Action: Weeks after Speaker Mike Johnson and House Republicans passed a clean continuing resolution, Democrats—under the ‘leadership’ of Chuck Schumer and Hakeem Jeffries—are continuing their embarrassing tantrum. Shutting down the government over health care for illegal aliens isn’t some noble stand; it’s a sabotage of the mandate the American people gave to President Trump in November. This sad attempt to revive rock-bottom poll numbers and stave off primary challenges from socialists in their party won’t end well for them. The House has acted. It’s time for Senate Democrats to save themselves from their leadership and end their government shutdown.

Independent Women’s Forum: Americans did not vote for a dysfunctional government. They want a right-sized government, and so far, this Congress has taken that mandate seriously… We urge all members to pass this clean CR to prevent disruptions to national security, public safety, veterans care, and social safety net programs while bringing back fiscal responsibility.

International Brotherhood of Teamsters: Congress is playing the same blame and delay game that corporations play with American workers seeking a first contract. A shutdown will hurt working people.  Period.  American workers are not bargaining chips. Senators should stop screwing around and pass the House-passed clean, short-term funding bill.

International Franchise Association: The shutdown is now in its second day and is harming new and existing franchise business owners from accessing critical financing from Small Business Administration programs like 7a & 504. A clean CR is the quickest way to reopen programs critical to America’s 800,000 small business franchise owners.

Iowa Cattlemen's AssociationWhile a government shutdown has adverse implications for many, it is especially detrimental to farmers and ranchers across the U.S., who utilize government programs, services, and expertise to assist with running productive and profitable operations — the same farmers and ranchers responsible for feeding our nation and those around the globe. On behalf of the Iowa cattle producer members we serve, we encourage legislators to act swiftly to find a resolution to this shutdown.

Job Creators Network: Senate Democrats are holding basic government operations and the small businesses that depend on them hostage to taxpayer payoffs to the crony health insurance industry. By refusing to adopt the House’s sensible continuing resolution, Senate Democrats are putting their big health insurance donors above the interests of small businesses and ordinary Americans.

Louisiana Farm BureauIn the midst of harvest and field work, most farmers aren’t focused on politics. However, farmers do rely on agencies and offices through USDA and other government services for essential partnerships. In such a critical time for agriculture, on the cusp of an economic crisis that we’ve been warning Washington, D.C., about for quite some time, the last thing farmers need is their government to not be operating when they need them most. We appreciate both Congress and the White House for the support they’ve shown agriculture. But if that support is closed for business, it will only add to the quandary agriculture is in.

Maine State Chamber of Commerce: The economy does not need additional uncertainty, and a federal government shutdown would create a ripple effect of uncertainty for employers, workers, and communities across Maine… The impacts of a shutdown could extend from delayed federal contracts and services to the possibility of closing Acadia National Park during the height of leaf-peeping season – a closure that would impact the local economy and harm small businesses that depend on fall visitors.

Meat Institute: A government shutdown is disruptive to meat and poultry companies whose daily operations require government oversight. We urge leaders on both sides of the aisle to avoid a shutdown.

Modern Skies CoalitionShutdowns are extremely detrimental to the passengers and shippers as well as the aviation community because they force the FAA to, among other things, suspend air traffic controller and technician hiring and training, delay the implementation of safety initiatives, postpone maintenance and repair work to critical air traffic equipment, suspend air carrier pilot check rides, delay airworthy inspections for aircraft, defer the analysis of voluntary safety reporting, and suspend work on modernization programs… To maintain our position as the world leader in aviation, we must always strive to improve safety and efficiency and continuously work further to mitigate risk.

Moms for America: Moms for America is calling on the United States Senate to immediately pass the CLEAN Continuing Resolution to reopen the federal government. Every day this shutdown continues, families face uncertainty, vital services like flood insurance during hurricane season, veterans’ health care, and housing programs are all at risk. This is not about politics; it is about people, and the House has already passed a responsible, clean resolution to keep the government funded through November 21, 2025.

National Air Traffic Controllers Association: NATCA advocates for every excepted employee, every federal employee that’s out there, to be paid no matter what the circumstance, no matter what the shutdown. And we’re ensuring that our message is loud and clear. There’s one way to do it. And that’s by ending this shutdown and putting everybody back to work and having them compensated for the work they do day in and day out, especially air traffic controllers.

National Asphalt and Pavement Association: A government shutdown jeopardizes the Department of Transportation and Federal Highway Administration’s abilities to maintain their funding and reimbursement requirements to State Departments of Transportation as NAPA members maintain, improve, and expand our national roadway network. Our industry, like so many others, depends on normal government operations as we deliver more effective and safer roadway projects in every Congressional district.

National Association of Home Builders: Americans deserve certainty and stability in the flood insurance marketplace so that they can protect their homes, businesses, and loved ones… The risk of an unnecessary National Flood Insurance Program (NFIP) lapse puts American lives, families, properties, and businesses at untenable risk and must be avoided. Extending the NFIP will ensure this crucial program remains available, providing essential insurance coverage for residential and commercial property owners, buyers, managers, renters, and tenants nationwide.

National Association of Police Organizations: If lawmakers neglect their constitutional duties, allow funding to run out, and shut down the government, federal law enforcement officers, who are working to protect our cities and communities from violent crime, drugs, and guns, will be putting their lives on the line without getting paid.

National Association of Realtors: Americans deserve certainty and stability in the flood insurance marketplace so that they can protect their homes, businesses, and loved ones… Without access to flood insurance, American families must rely on federal disaster aid, which is severely limited… The risk of an unnecessary NFIP lapse puts American lives, families, properties, and businesses at untenable risk and must be avoided.

National Cattlemen's Beef Association: America’s hardworking farmers and ranchers need predictability and stability from government, and House leadership is leading the charge to do just that. We encourage the Senate to follow suit and ensure that this continuing resolution reaches the President’s desk as soon as possible.

National Chicken Council: Following House passage, NCC today is urging the Senate to follow suit and pass a Continuing Resolution (CR) that would prevent the government from shutting down. Businesses need certainty, and the President signing a CR would help provide it.

National Defense Industrial Association: While many larger defense contractors prudently planned to perform at-risk work without pay to manage a shutdown for a short duration, this cannot be sustained indefinitely. Additionally, a majority of NDIA members are small businesses with limited cash flow availability to sustain operations during a shutdown. As the shutdown continues, contract performance and delivery schedules will slip, which will eventually become permanent backlogs that must be bought down with additional investment. To mitigate the long-term impacts and costs of the shutdown, NDIA respectfully asks Congress to end the shutdown and pass the FY2026 DoD Appropriations Act as soon as possible.

National Fraternal Order of Police: One of the most fundamental responsibilities of Congress is to provide funding for the operations of our Federal government—they have got to pay the bills… The Senate’s rejection [of the clean CR] will cause major disruptions for programs that fund public safety efforts in our communities.

National Grocers Association: A lapse in funding will seriously jeopardize critical programs that grocers and their customers rely on – including SNAP and WIC – which will have limited funding and threaten food access for millions of low-income Americans should a shutdown occur.

National Small Business Association: Manufacturing this magnitude of a crisis simply to grandstand and win partisan points is irresponsible and unacceptable. While Members of Congress will continue to get paid, the millions of small businesses who rely on the federal government will not. They, their families, and every business in their pipeline will feel the pinch of a shutdown – they always do.

National Stone, Sand & Gravel AssociationThis critical legislation ensures continued government funding that our industry depends on to keep construction moving forward by preventing further disruption to federal project funding and payments, and regulatory and permitting bottlenecks… These disruptions threaten the timely delivery of infrastructure improvements that communities rely on nationwide.

NetJets Association of Shared Aircraft Pilots: How can we possibly expect our industry peers to be fully focused on their responsibilities – chief of which is keeping the flying public safe and secure – when many are likely wondering how long they are going to go without pay. And, more specifically, how do they continue to care for their families – to put food on the table? The strain this is placing on all stakeholders – federal employees, flight crews, and the traveling public is taking a toll. It is indisputable that our system is less safe today than it was on Oct. 1 when the shutdown began.

Parents Defending Education: Keeping the government open should be bipartisan. A clean CR does that without wasting taxpayer money on things like earmarks, pet projects, and attempts to re-fund programs that deserve to be shut down.

Pennsylvania Chamber of Business and Industry: A shutdown would have serious consequences for Pennsylvania’s economy, workforce, and communities – undermining business confidence, disrupting federal services, and threatening critical operations that families and employers rely on every day.

Professional Services Council: From an industry perspective, it is critically important to keep the federal government open… As you know, a shutdown disrupts efficiency and effectiveness of agency operations, threatening the ability of agencies to achieve their vital missions… When funding lapses, projects stall… In addition, shutdowns have a significantly destabilizing effect on the contracting workforce and inflict lasting harm on the U.S. business base… Finally, shutdowns weaken the broader economy.

Small Business & Entrepreneurship Council: SBE Council strongly supports the CR and urges every U.S. House Member to vote in favor of this sensible step to keep the federal government open, allowing for discussions to continue on longer-term funding matters. Small business owners, their employees, and local communities… need certainty and confidence that elected officials and government leaders are delivering on stability, not disruptive action that could potentially undermine growth and planning.

Southwest Airlines Pilots Association: Considering the strain on our nation’s aviation system, SWAPA strongly urges Congress to pass a clean Continuing Resolution to fund the government. Our air traffic controllers and the broader air traffic system are already operating under immense pressure — a government shutdown only compounds that stress and threatens the efficiency of our skies as we see the impact of reduced controller availability at facilities across the country. Likewise, TSA professionals continue to show up every day to safeguard the traveling public, even without pay. These men and women deserve our full support and the certainty of a paycheck.

Steamfitters Local 638 (NYC): On behalf of thousands of hardworking men and women in New York and our retirees, Steamfitters Local 638 of New York City and Long Island urges our political leaders to pass the clean continuing resolution so that the American people don’t bear the burden of Washington’s inaction. For too long now, Government shutdowns have become a normal part of the bargaining process in Washington DC... The call to action is clear: Democrats must reopen the government through the passage of the clean continuing resolution.

Taxpayers Protection Alliance: A clean CR isn’t partisan—it’s the bare minimum to keep the government running. Congress has failed to reach an agreement that would pass a continuing resolution (CR) and fund the government, triggering a government shutdown. This is an extremely disruptive and painful situation for millions of Americans that could have been avoided if Congress had fulfilled its basic duty of appropriating funds instead of opting for short-term spending deals.

Texas Association of Business: On the heels of historic legislation to boost business activity and spur job creation across the U.S., a shutdown of the federal government right now would inject unnecessary uncertainty for Texas businesses and communities that rely on certainty and stability to plan and grow their operations.

United Postmasters and Managers of America: Hardworking American taxpayers are unable to access many government services because of the inability of the Congress to come to a short-term funding decision. An extended government shutdown could impact Federal employees looking to OPM to process their retirement, the upcoming open season for Medicare, and those claiming Social Security benefits

U.S. Chamber of Commerce: Government shutdowns are harmful to the economy, our national security, and the American people, often in ways that are not immediately obvious… From passports and permits to clinical trials and air travel, a well-functioning economy requires a functioning government.

Vegas Chamber: A shutdown would immediately disrupt air travel, customs processing, and other essential federal services that keep Nevada’s tourism economy moving. Visitors from around the world rely on safe, efficient travel to reach Las Vegas’s resorts, conventions, and small businesses. Any slowdown could reduce visitor confidence, directly impacting thousands of workers whose livelihoods depend on a strong tourism sector.

Vietnam Veterans of America: Congress must ensure no lapse in veterans’ care or benefits. Extending critical authorities for nursing home care, rural access, and community-care capacity is essential to protect our most vulnerable veterans while longer-term solutions advance.
