The Democrat Counterfeit Resolution: A $1.5 Trillion Ransom Note to Taxpayers

Washington, D.C. – Democrats are gambling with a shutdown and misleading the public by calling their $1.5 trillion spending spree a “clean” counter proposal. It is nothing more than a dirty, Counterfeit Resolution that crams in partisan policy and extraneous provisions, while pushing the nation closer to crisis and risking FY26 appropriations progress. The American people deserve to know what is in this partisan grab bag.

The Democrat Counterfeit Resolution:

  • Restores taxpayer-funded free healthcare for illegal aliens.
  • Props up liberal news programs.
  • Prioritizes electric vehicle access to HOV lanes, regardless of vehicle occupancy.
  • Removes work requirements for able-bodied, non-working adults on taxpayer-funded health programs.
  • Resumes DEI projects in foreign countries.
  • Hands criminals over $1 billion more for taxpayer-funded defense.
  • Repeals $50 billion in rural health care funding, hurting hospitals and clinics in vulnerable communities.
  • Reverses lawful executive actions made by the President.
  • Rescinds border security measures passed through the Working Families Tax Cuts.
  • Usurps the President’s authority over emergency funds.
  • Locks in Biden Administration grant policies in direct contrast to President Trump’s executive orders.
  • Handcuffs the Trump Administration’s ability to make agile decisions.
  • Burdens Trump Administration officials with added bureaucracy meant to slow down progress.
  • Includes $1.5 trillion in new spending for just a month of keeping government funding extended.

With less than 24 hours before government funding expires, the choice could not be clearer. House Republicans have already passed a responsible, clean resolution to keep the lights on, protect families, and allow serious FY26 appropriations work to continue. Democrats, on the other hand, are holding the nation hostage with a $1.5 trillion ransom note disguised as a funding bill – stuffed with partisan policy, wasteful spending, and unrelated provisions. The American people deserve stability and honesty, not political gamesmanship.

Further, Democrats have doubled down on claims that their resistance is to protect healthcare. The House-passed Continuing Appropriations and Extensions Act, 2026, is a simple short-term funding extension for 7 weeks. Healthcare programs remain fully funded at current levels, there are no poison pills or partisan riders, and it ensures that critical telehealth, medical, and food supplemental programs relied on by low-income seniors, women, and children are uninterrupted. It is virtually identical to the same stopgap bill Senate Democrats helped pass in March, which begs the question—what changed? Given recent reports of weekly strategy calls and a war room setup with progressive and far-left groups, it seems the impending Democrat shutdown has been planned, packaged, and designed to satisfy liberal purity tests at the expense of the American people.

And as a reminder for all Democrats who are holding government funding hostage over an unrelated legislative issue: non-germane policy debates can happen separately. Republicans will continue to stand firm against shutdown threats, reject counterfeit proposals, and deliver real results through regular order.

The clock is ticking: will Senate Democrats choose to keep government open and working for the American people, or will they prove they’d rather fund HOV lanes for electric vehicles than support continued paychecks for our troops?

House Republicans did their job. It’s time for Senate Democrats to do theirs.
