Funding America’s Strength: House Passes FY26 Bills on Security, Energy, and Stewardship

January 8, 2026

Washington, D.C. – Today, the House of Representatives passed the Commerce, Justice, Science; Energy and Water Development; and Interior and Environment Appropriations Act, 2026 with a vote of 397 to 28.

Appropriators have been making steady Article I progress, with three full-year appropriations bills signed into law and three more heading to President Trump's desk following Senate passage next week. All twelve full-year funding bills have passed through committee, and work continues on floor passage of remaining FY26 legislation.

Despite the longest government shutdown in history, partisan obstruction, and tough deadlines, Appropriators have continued the thoughtful and deliberate work of funding our government. Last month, Congress avoided another end-of-year omnibus rammed through at the last minute because Republican leadership and governance insisted on responsible legislating and a member-driven process. Today’s action reflects steady movement toward regular order and completing full-year funding through accountability and deliberation.

Passed

Chairman Tom Cole (R-OK) said, "Today, the House took another step forward in advancing three more FY26 appropriations bills to President Trump’s desk. Through bipartisan, committee-led consensus, we are delivering full-year measures that spend less than current funding, implement critical priorities for our districts, and continue to advance the America First agenda. This was not by accident – it is the result of ending bloated omnibuses, empowering members, and doing the hard work Article I of the Constitution demands. I commend the leadership and attention to detail of our Subcommittee leaders: Chairman Hal Rogers, Chairman Mike Simpson, and Chairman Chuck Fleischmann. With their direction, we have a product that supports law enforcement and the fight against illicit drugs, unleashes U.S. energy dominance and strengthens nuclear deterrence, and supports our wildland firefighters and the stewardship of America’s resources. This package reflects a commitment to governing discipline, transparency, and purpose. It is exactly the kind of responsible legislating the American people expect – and deserve – from Congress."

Prioritizes state and local law enforcement, upholding public safety

Commerce, Justice, Science, and Related Agencies Subcommittee Chairman Hal Rogers (R-KY) said, "This new year's package is a great way to kick off 2026, delivering key funding to make America safer and stronger, including our economy, our borders, and our holistic future. The bill for Commerce, Justice, Science, and related agencies, reins in wasteful spending and invests in programs that strengthen our families and communities. We're doubling down on our commitment to back historic law enforcement efforts to dismantle drug cartels and stop the flood of deadly drugs, like fentanyl, from poisoning our communities. We're also restoring national security, leading the way for cutting-edge innovation, and bolstering economic development opportunities. Thanks to the stellar leadership of Chairman Tom Cole, we're upholding our promise to advance critical federal funding for the American people."

Unleashes American energy dominance and invests in critical mineral technology

Energy and Water Development, and Related Agencies Subcommittee Chairman Chuck Fleischmann (R-TN) said, "As part of President Trump’s and House Republicans’ mission to renew our great nation, we promised to unleash American-made energy, invest in our military, and modernize infrastructure nationwide. The Fiscal Year 2026 Energy and Water Appropriations Act, which I led and successfully passed in the House, strengthens America by investing in our nuclear deterrent to counter aggression from Russia and China, funding essential upgrades for our ports and waterways infrastructure – including full funding for the Chickamauga Lock: a critically important project for Tennessee, and strengthening our electrical grid to enhance its resiliency. The Energy and Water bill also makes historic commitments to decrease our reliance on China’s monopoly of critical minerals, makes America the global leader in the technologies of tomorrow like AI, quantum, and supercomputing, continues to provide robust funding for America’s next-generation Nuclear Navy, and ensures that we continue unleashing American energy dominance to lower energy prices. I am proud that the FY26 Energy and Water bill puts America First and delivers for our great nation. I thank the Trump Administration, Chairman Cole, and my bipartisan colleagues in the House and Senate for their collaboration and support to pass my Energy and Water bill. I look forward to President Trump signing my bill into law."

Demonstrates strong stewardship of America's natural resources

Interior, Environment, and Related Agencies Subcommittee Chairman Mike Simpson (R-ID) said, "Today's passage of the Fiscal Year 2026 Interior, Environment, and Related Agencies Act sends a strong message that House Republicans are determined to advance President Trump's America First policy agenda by reducing energy costs, protecting America's public lands, and reversing harmful Biden-era regulations. As Chairman of this subcommittee, I am pleased that this bill protects important programs that states and local communities rely on. This legislation fully funds the Payment in Lieu of Taxes program and prioritizes funding for Indian Country and Wildland Fire Management. I am grateful to Chairman Cole for his leadership and my colleagues' support across the House floor. I look forward to this critical legislation getting signed into law by President Trump."

Commerce, Justice, Science; Energy and Water Development; and Interior and Environment Appropriations Act, 2026

Supporting President Trump’s War on Drugs

  • After four years of open borders that allowed astonishing amounts of fentanyl into our communities, Republicans are taking decisive action to combat the spread of this fatal drug on our streets – and restore law and order to cities around the country.
  • Republicans are supporting President Trump’s fight against fentanyl with robust support for state and local law enforcement.
  • Republicans are increasing funding for the Drug Enforcement Administration by $63 million in support of the Trump Administration’s efforts to take down drug traffickers.
  • This legislation strengthens programs that combat child exploitation, protecting our most vulnerable.
  • Republicans are maintaining the America First ethos the American people overwhelmingly support – we’re making it harder for the CCP to gain a foothold in the U.S. or access any of our national security equipment and technology.

Restoring American Energy Dominance

  • House Republicans are using the power of the purse to advance the critical priority to restore American energy dominance.
  • With such incredible resources beneath our feet, Americans should not be dependent on foreign nations for our energy.
  • This legislation supports one of the largest investments in decades, with a focus on mining production technologies for critical minerals extraction. We are increasing investment in geothermal energy sources, capitalizing on the many domestic energy sources we have in the U.S.
  • A secure electric grid provides reliable, affordable energy to American families. We are strongly funding cybersecurity efforts to protect our grid from attacks.
  • Biden-era work spending is gone! We are eliminating the Office of Clean Energy Demonstrations and zeroing out the accounts for DOE’s Office of Energy Justice and Equity and the EPA’s Environmental Justice program.

Bolstering Our Nuclear Defense Systems

  • Our nuclear deterrence programs are championed in this legislation, helping to maintain America’s advantage over our adversaries.
  • We are investing over $20 billion in the continued modernization of the nuclear weapons stockpile and infrastructure.
  • Republicans are investing not only in the advancement of our own nuclear weapons, but also in our defense and deterrence technologies to defend our people.
  • This legislation protects our Strategic Petroleum Reserve by banning sales of crude oil to the Chinese Communist Party.
  • Adversaries in Russia and China should never be allowed in U.S. nuclear weapons facilities. This legislation bans citizens of our adversaries from these facilities.

America the Beautiful

  • From sea to shining sea, our public lands are beautiful, historic places for people around the world to visit. Proper management and care are necessary to ensure these lands continue to be a resource for every American.
  • Catastrophic wildfires have torn through American communities in recent years. We are ensuring funds for wildland firefighters to protect our communities from these events.
  • Visitors to America’s national parks deserve to know they can enjoy these national resources safely. We’re prioritizing emergency response and law enforcement on our public lands to keep Americans safe.
  • Republicans are honoring our relationship with America’s native tribes by bolstering funding to protect the Missing and Murdered Indigenous Women program, as well as increasing funds for Tribal Public Safety and Justice programs.

America First Wins
