FY26 Deliverables: Defending the Nation. Rebuilding America. Strengthening Communities.

Washington, DC – America has always moved forward by building – building strength, opportunity, and security in response to real needs. Our FY26 funding bills advance that focus, reflecting the pillars that have shaped U.S. progress for more than two centuries: strengthening national defense, modernizing infrastructure, supporting public health and education systems, and building resilient communities.
 
The Consolidated Appropriations Act, 2026, which passed the House of Representatives, is crucial to those objectives. Part of a larger package being advanced in the Senate, the measure specifically locks in decisive investments that: 

  • Deliver pay raises for the heroes who wear America’s uniform and ensure peace through strength isn’t just a motto;
  • Uphold lifesaving biomedical research and resilient medical supply chains;
  • Reinforce classrooms and training that prepare the next generation for success;
  • Enhance the safety of our skies, investing in our air traffic controllers and deployment of new technologies;
  • Modernize transportation safety and infrastructure; and
  • Direct community-informed investments that address real needs in localities and make a tangible difference for families and neighborhoods nationwide.  

These priorities are more than lines in a bill. They reflect Congress carrying out its Article I responsibilities in a bipartisan, bicameral manner through member-driven work and consensus. Lawmakers from both parties and chambers worked together to deliver full-year funding that provides certainty, stability, and real-world results, and the impacts aren’t going unnoticed.
 
More than 440 stakeholders, industry leaders, and community organizations have expressed support for H.R. 7148. Their voices – representing national security, health care, education, transportation, labor, and local communities – reflect America itself and underscore why finishing this work matters. The House acted for the nation – and now it is time for the Senate to uphold its obligation and complete FY26.

Aerospace Industries Association: "With 2.2 million employees and a central role in both national security and economic strength, America’s aerospace and defense industry depends on consistent, forward‑looking federal investment to modernize, build capacity, and sustain innovation. This year’s appropriations bills reinforce the transportation and defense programs that keep our economy moving and strengthen our deterrence posture. We appreciate the House Appropriations Committee’s bipartisan work to advance the fiscal year 2026 bills, support our workforce, and help put Congress back on a path toward regular order as we turn to fiscal year 2027."

Airline Pilots Association, International: "This bipartisan, bicameral package includes critical funding and policy provisions that will improve aviation safety and strengthen the pilot workforce. ALPA appreciates the leadership of the House and Senate Appropriations Committees for reaching this agreement, particularly on the transportation and labor divisions, and urges Congress to swiftly pass this legislation."

America-Israel Public Affairs Committee: "The House just passed its annual defense appropriations bill with important pro-Israel provisions. The bill includes: $500 million for missile defense programs like Iron Dome, David’s Sling, and Arrow, which continue to save countless lives in Israel; $75 million for counter-drone and directed energy programs, a $20 million increase from last year; $80 million for counter-tunnel programs, a $32.5 million increase from last year; and $47.5 million for joint cooperation on emerging technologies that will define the future of warfare, a $27.5 million increase from last year. This funding helps keep America and Israel safer and more secure."

American Airlines: "American Airlines commends the House Appropriations Committee for its strong investments in the Federal Aviation Administration (FAA) as part of the bipartisan transportation funding bill for Fiscal Year 2026. The Committee’s commitment to increase FAA funding by more than $1.5 billion and provide necessary resources to hire 2,500 new air traffic controllers — on top of the previous $12.5 billion investment in ATC modernization — is essential in supporting a shared goal among industry, Congress, and the Administration to build a state-of-the-art air traffic control system that will make aviation even safer and more efficient."

American Gas Association: "AGA welcomes Congress’s bipartisan/bicameral Labor Health and Human Services bill for FY26, which provides an increase of $20 million for the Low Income Home Energy Assistance Program (LIHEAP). This critical program provides essential heating and cooling assistance to the nation’s most vulnerable households, and this important increase in funding will help millions of low-income customers maintain safe, reliable home energy service at a time when many are struggling to meet basic needs. LIHEAP has enjoyed bipartisan support for more than four decades, and we commend the continued bipartisan collaboration that made this agreement possible and the timely action to move it forward."

American Pediatric Society: "Ahead of an expected vote late this week, we announce that each of our organizations strongly endorses this ‘minibus’ which includes important PBM reforms to Medicare plans, and urge members of Congress to vote ‘yes.’"

American Pharmacists Association: "Today, as the House prepares to consider H.R. 7148, the Consolidated Appropriations Act, 2026, our organizations and the pharmacies and pharmacists we represent urge support for the measure and for its progress through every step of the legislative process to enactment."

American Association of Motor Vehicle Administrators: "[We] urge Congress to pass H.R. 7148, which contains the FY26 Transportation, Housing and Urban Development (THUD) spending bill and fully funds core highway, public transportation, and airport construction programs at previously authorized levels. More than 100,000 transportation projects are currently advancing with federal funding support, and the continuity provided by timely action on FY2026 appropriations ensures state departments of transportation and local public transportation agencies can keep these projects moving. American Association of State Highway and Transportation Officials: "AASHTO, which represents the state departments of transportation of all 50 states plus those of Puerto Rico and the District of Columbia, expresses our utmost appreciation to Congressional leaders for providing a full year of federal transportation funding for Fiscal Year 2026. This bipartisan and bicameral THUD appropriations bill will support states to strategically invest federal transportation dollars throughout the rest of this fiscal year, resulting in safety, mobility, and quality of life improvements that will benefit people in every community across the country."

American Concrete Pipe Association: "More than 100,000 transportation projects are currently advancing with federal funding support, and the continuity provided by timely action on FY2026 appropriations ensures state departments of transportation and local public transportation agencies can keep these projects moving. American Trucking Association: "The severe, ongoing shortage of truck parking places an immense burden on truck drivers and creates significant roadway hazards.  Truckers are essential to Americans’ way of life, and the least we can do to show our support is to ensure they have a safe place to park and sleep when they take their federally mandated rest break or finish their shift. We thank the members of the House and Senate Appropriations Committees for prioritizing this significant investment in truck parking, as well as additional provisions that will strengthen our supply chain. We are especially appreciative of the decisive leadership of Congressman Womack for ensuring the truck parking provision was incorporated in the final bill.”

Associated General Contractors of America: "These projects improve safety, mobility, and economic prosperity in nearly every community and allow businesses to continue investing in the people and equipment necessary to build. Further, this fully funded FY 2026 THUD spending bill will provide a solid foundation needed to draft and move long-term road, bridge, and transit legislation before the current law’s Sept. 30 expiration. Congress can support these enhancements by passing H.R. 7148 and we urge all members to vote YES when it comes up for votes in the House and Senate in the coming days."

National Air Traffic Controllers Association: "The National Air Traffic Controllers Association (NATCA) strongly supports the Transportation, Housing and Urban Development, and Related Agencies (THUD) appropriations bill, and urges all Representatives to vote to pass the bill. NATCA thanks Appropriations Chairman Cole and Ranking Member DeLauro and THUD Chairman Womack and Ranking Member Clyburn, along with their Senate counterparts, for prioritizing aviation safety and their bipartisan efforts to reach agreement on this critical legislation. The Fiscal Year (FY) 2026 THUD bill would ensure the Federal Aviation Administration (FAA) continues to operate without any disruption when the current Continuing Resolution expires after January 30, 2026. It would also provide funding for FAA’s supercharged hiring plan, including 2,500 new air traffic controller trainees in FY26, and significantly increases facilities and equipment budget to modernize the air traffic control system. We encourage all Representatives to vote in favor of THUD passage."

National Alliance for Public Charter Schools: "On behalf of the National Alliance for Public Charter Schools, we call on Congress to support this FY26 spending bill, which protects funding for the Charter Schools Program (CSP) and makes excellent public schools available to more families. With nearly 4 million students enrolled in charters nationwide – and demand climbing each year – this funding is needed now more than ever. Accounting for less than 2% of all federal education spending, the CSP has an outsized impact: more than 1 million students today attend CSP-funded schools. Smart, strategic 
investments in the CSP level the playing field for charter schools, which currently receive about 30% less funding per student than traditional district schools. At this critical moment in education, public charter schools are delivering results – yet the full potential of charters for students and families remains untapped. With high-impact  investments in the CSP – like those included in this year’s spending bill – we can grow more future-ready charter schools that families want, students need, and our future demands."

National Association of Home Builders: "For more than 60 years, Job Corps has provided education and skills training to at-risk Americans and remains a critical workforce pipeline amid severe construction labor shortages. NAHB’s workforce development affiliate, the Home Builders Institute (HBI), has led construction trades training within Job Corps for over 50 years. NAHB also supports the bill’s continued funding for the HOME Investment Program, which provides essential resources to expand housing opportunities in communities nationwide. In addition, we appreciate the reauthorization of the National Flood Insurance Program (NFIP), a vital program that supports communities by promoting flood preparedness, mitigation, and
resilience. This legislation helps provide the predictability and certainty necessary to keep homes affordable and housing supply growing, and we respectfully ask for your support of this funding package."

National Defense Industrial Association: "The FY2026 Defense Appropriations Act funds several important priorities critical to warfighters, national security, and the resilience of the U.S. defense industrial base (DIB). This includes vital multi-year procurement authorities and funding for munitions; investments in the Maritime Industrial Base; support to scale the capacity of critical suppliers; and funding for Golden Dome, modernizing the nuclear triad, and international security cooperation. NDIA appreciates continued congressional support of the U.S. military and the U.S. DIB and encourages Members to vote yes on final passage."

National Electrical Contractors Association: "This bipartisan legislation provides the funding certainty our contractors need to invest, hire, and deliver critical infrastructure projects. By fully supporting core labor and safety agencies, Congress is reinforcing a level playing field that rewards high-road employers who invest in prevailing wages, training, and safety while holding bad actors accountable. Robust funding for workforce development, veterans’ employment services, and wage and hour enforcement will further ensure access to a skilled workforce and fair treatment for workers."
