Advancing American Strength: President Trump Signs H.R. 6938 Into Law

Washington, D.C. – Today, with the swipe of his pen, President Donald J. Trump enacted H.R. 6938, the Commerce, Justice, Science; Energy and Water Development; and Interior and Environment Appropriations Act, 2026, into law. Following the signing ceremony held at the White House, Chairman Tom Cole (R-OK), Commerce, Justice, Science Subcommittee Chairman Hal Rogers (R-KY), Interior and Environment Subcommittee Chairman Mike Simpson (R-ID), and Energy and Water Subcommittee Chairman Chuck Fleischmann (R-TN) released the following statements:  

Chairman Tom Cole (R-OK) said, “With the support of President Trump, we are ‘Making Appropriations Great Again.’ Our FY26 process has been driven by the focus of turning the American people’s mandate into concrete outcomes. That means real reforms, real savings, and real results for the American people. H.R. 6938 is a critical piece of that. It prioritizes public safety by supporting law enforcement and stopping the flow of fentanyl into our communities. It advances American strength by unleashing energy dominance, securing critical minerals, and investing in nuclear power. And it upholds stewardship by supporting national parks, resourcing wildland firefighters, and ensuring responsible resource management. The National Weather Center in Norman, Oklahoma, and other vital programs will also continue protecting lives and communities across the country. The scope and strength of this bill are the direct result of the leadership and diligence of Subcommittee Chairmen Hal Rogers, Mike Simpson, and Chuck Fleischmann.   • Republicans are increasing funding for the Drug Enforcement Administration by $63 million in support of the Trump Administration’s efforts to take down drug traffickers.

Restoring American Energy Dominance

  • A secure electric grid provides reliable, affordable energy to American families. We are strongly funding cybersecurity efforts to protect our grid from attacks.
  • Biden-era work spending is gone! We are eliminating the Office of Clean Energy Demonstrations and zeroing out the accounts for DOE’s Office of Energy Justice and Equity and the EPA’s Environmental Justice program.

Bolstering Our Nuclear Defense Systems 

  • Our nuclear deterrence programs are championed in this legislation, helping to maintain America’s advantage over our adversaries.
  • We are investing over $20 billion in the continued modernization of the nuclear weapons stockpile and infrastructure.
  • Republicans are investing not only in the advancement of our own nuclear weapons, but also in our defense and deterrence technologies to defend our people.
  • This legislation protects our Strategic Petroleum Reserve by banning sales of crude oil to the Chinese Communist Party.
  • Adversaries in Russia and China should never be allowed in U.S. nuclear weapons facilities. This legislation bans citizens of our adversaries from these facilities.

America the Beautiful 

  • From sea to shining sea, our public lands are beautiful, historic places for people around the world to visit. Proper management and care are necessary to ensure these lands continue to be a resource for every American.
  • Catastrophic wildfires have torn through American communities in recent years. We are ensuring funds for wildland firefighters to protect our communities from these events.
  • Visitors to America’s national parks deserve to know they can enjoy these national resources safely. We’re prioritizing emergency response and law enforcement on our public lands to keep Americans safe.
  • Republicans are honoring our relationship with America’s native tribes by bolstering funding to protect the Missing and Murdered Indigenous Women program, as well as increasing funds for Tribal Public Safety and Justice programs.

America First Wins 

  • House Republicans are working hand-in-hand with the Trump Administration to enact the America First agenda across the government. The appropriations process is key to that mission.
