Committee Releases Conferenced FSGG and NSRP Bills
Washington, D.C. – Following strong House passage of three FY26 bills last week, the House Appropriations Committee today took the next step in moving full-year funding measures forward by introducing the Financial Services and General Government and National Security, Department of State, and Related Programs Appropriations Act, 2026. Negotiated and delivered on a bipartisan, bicameral basis, the conferenced legislation makes targeted Fiscal Year 2026 investments to drive economic growth and entrepreneurship, support our Executive and Judicial branches, and safeguard American security and freedom at home and abroad. The package reflects advancement of the America First agenda through fiscal discipline, the elimination of Biden-era provisions and mandates, and the delivery of full-year funding that prevents partisan shutdown threats and provides stability.
Chairman Tom Cole said, “Vision becomes direction with appropriations. It is where policy is given force, priorities are focused, and American mandates are implemented. With this package, we are advancing President Trump’s vision of a golden age defined by security, responsibility, and growth. Our financial system will be protected, small businesses and entrepreneurs supported, and consumer freedom safeguarded. We shield our nation across every front – strengthening cyber defenses and dismantling the financial and criminal networks that enable terrorism, drug trafficking, and bad actors. Guided by peace through strength, we realign our diplomacy and national posture to deter threats before they reach our shores. Reinforcing American leadership by countering adversaries, standing with our allies, and upholding our role as a force for stability and liberty is non-negotiable. Our Subcommittee Chairmen Joyce and Díaz-Balart ensured this measure serves a clear purpose – safety, strength, and freedom. We look forward to sending these bills to President Trump’s desk.”
Background:
- By moving these dual bills forward, this measure keeps continued progress towards completing all 12 FY26 appropriations bills.
- Gone are the days of bloated, backroom omnibuses. Thanks to Republican governance, funding decisions will move through a deliberate, member-driven process that emphasizes transparency, accountability, and timely consideration.
- The full-year FY26 Financial Services and General Government and National Security, Department of State, and Related Programs bills were negotiated between House and Senate Subcommittee leadership, which included Republican Reps. David Joyce and Mario Díaz-Balart and Senators Bill Hagerty and Lindsey Graham.
- FSGG measures deliver provisions to uphold economic growth and execute the Trump Administration’s agenda, through support of the Executive Branch, as well as specific resources to support taxpayers, make America’s capital safe, bolster cybersecurity and anti-terror efforts, and more.
- NSRP measures reflect a decisive shift from years of weak, Biden-era failed leadership on the world stage to a strong, effective national security posture – one that prioritizes President Trump’s mission to uphold American interests, restore deterrence, strengthen diplomacy, and confront threats before they reach our shores.
- The package contains no poison pills.
- Legacy riders protecting the lives of unborn children and the right to bear arms are maintained.
- This package is part of an agreement that keeps total FY26 spending below the level projected under the current continuing resolution, delivering real savings for American taxpayers.
- Full-year appropriations are necessary to implement Republican priorities aligned with the Trump Administration.
