Committee Releases FY27 Transportation, Housing and Urban Development, and Related Agencies Appropriations Bill

May 20, 2026

Washington, D.C. – Today, the House Appropriations Committee released the Fiscal Year 2027 bill for the Transportation, Housing and Urban Development, and Related Agencies Subcommittee. The bill will be considered in subcommittee tomorrow, May 21st, at 8:00 a.m. – immediately following the conclusion of the subcommittee markup for the FY27 Interior, Environment, and Related Agencies measure. The markup will be live-streamed and can be found on the Committee’s website.

Transportation, Housing and Urban Development Subcommittee Chairman Steve Womack said, "The Fiscal Year 2027 Transportation, Housing and Urban Development, and Related Agencies Appropriations bill builds on the work we accomplished last cycle to ensure our nation’s transportation and housing infrastructure and programs best serve the needs of the American people. Whether it be in the sky or along our waterways, rail lines, and highways, this bill supports the safe, efficient, and reliable movement of people and goods nationwide. It also invests in housing and wrap‑around services for our nation’s most vulnerable – such as women, children, and veterans – while advancing policies that make housing more affordable for all Americans. I look forward to receiving additional input from our committee during the upcoming markup, knowing that its progress will help us fund the government on time and in full."

Chairman Tom Cole said, "Nearly 250 years after our nation’s founding, America continues to build toward the future. The FY27 THUD bill carries that spirit forward – focusing on modernized infrastructure, reliable travel, and stronger neighborhoods. The safe movement of people and goods is prioritized from our highways and roads to our skies and waterway corridors through investments that support surface transportation, strengthen air traffic control personnel and technology, and reinforce maritime readiness. Communities are empowered through local development and assistance that helps vulnerable citizens. And, at every level, resources are directed toward objectives that advance world-class capabilities. As a former mayor himself, Chairman Womack’s legislation reflects a forward-looking commitment to modern infrastructure, national connectivity, and long-term U.S. prosperity."

Fiscal Year 2027 Transportation, Housing and Urban Development, and Related Agencies Appropriations Bill

The Transportation, Housing and Urban Development, and Related Agencies Appropriations Bill provides a total discretionary allocation of $92.224 billion, which is $10.659 billion (10.4%) below the Fiscal Year 2026 enacted level. This level reflects the America First agenda by including responsible levels for housing programs and reprioritizing transportation funding to meet infrastructure needs across the nation.

The legislation provides a non-defense discretionary total of $91.79 billion and a defense discretionary total of $434 million. This bill prioritizes air traffic control infrastructure, controller hiring, and transportation safety while maintaining essential housing assistance for our nation’s most vulnerable.

Key Takeaways

Invests in transportation safety and rebuilds America by:

  • Keeping our skies safe and helping build a world-class air traffic control system by providing $22.7 billion for the Federal Aviation Administration (FAA).
  • Providing the FAA with resources to hire 2,300 new air traffic controllers and replace dated telecommunication infrastructure.
  • Redirecting $7.9 billion in wasteful Democrat priorities from the Infrastructure Investment and Jobs Act (IIJA), and instead investing those funds in safety, stronger freight movement, and more reliable travel for the traveling public.
  • Supporting America’s maritime dominance through investments in our maritime workforce and infrastructure.

Supports the Trump Administration and mandate of the American people by:

  • Upholding America First priorities by guaranteeing that the U.S. has the most modern, safe, and efficient transportation system in the world.
  • Empowering the Department of Housing and Urban Development (HUD) to refocus housing assistance to promote self-sufficiency while maintaining support for America’s most vulnerable – including the elderly and disabled.
  • Providing dedicated funding to make D.C. safe and beautiful.
  • Reinforcing President Trump’s executive orders on American security and innovation.
  • Rebuilding America with more than $6.3 billion in new budget authority for highways, rail, airports, and maritime infrastructure.

Bolsters U.S. national security and border protections by:

  • Promoting defense readiness capabilities by funding the U.S. Merchant Marines, state Maritime Academies, shipyards, and the strategic sealift programs – including the Cable Security Fleet, Maritime Security Program, and Tanker Security Program.
  • Supporting America’s vehicle and aircraft manufacturers to ensure global leadership and to counter China’s malign influence.
  • Maintaining “Buy American” provisions that maximize the federal government’s use of services, goods, products, and materials produced and offered in the United States.
  • Providing $92 million for new Department of Transportation (DOT) cybersecurity infrastructure initiatives.

Safeguards American taxpayer dollars and preserves core functions by:

  • Cutting or redirecting $8.7 billion through program eliminations, rescissions, and targeted repurposing, as compared to a Continuing Resolution that would perpetuate Democrat priorities.
  • Providing funding for agencies’ core mission activities while eliminating and reducing wasteful programs.
