Granger Nominates Former DOD Deputy Secretary Norquist to PPBE

WASHINGTON – Rep. Kay Granger (R-TX), the Lead Republican on the House Appropriations Committee, announced the Honorable David Norquist, the 34th Deputy Secretary of Defense, former Under Secretary of Defense (Comptroller)/Chief Financial Officer, and previous House Appropriations Committee professional staff member, as her selection for the Commission on Planning, Programming, Budgeting, and Execution Reform (PPBE). The congressionally-mandated committee was created through the Fiscal Year 2022 National Defense Authorization Act to address the Department of Defense’s PPBE process.

“As the former Defense Appropriations Chair and now as the Republican Leader for Appropriations Committee, I am honored to nominate former Deputy Secretary of Defense and dear friend David Norquist to this important commission,” said Granger. “His experience as Deputy Secretary of Defense and as Comptroller, where he oversaw the Pentagon’s budget and worked the PPBE process, makes him an ideal fit for the role. He has a keen understanding of our national security requirements and will be a crucial asset in advising the Department of Defense on its budgeting and allocating process.”

BACKGROUND

The Honorable David Norquist
Mr. David Norquist is a leader in national security and most recently served as the 34th Deputy Secretary of Defense from July 31, 2019 to February 9, 2021 under President Donald Trump. Mr. Norquist started his successful career in government in 1989 as a program/budget analyst for the Department of the Army. In addition to his experience with the Departments of Defense and the Army, Mr. Norquist has served in roles for the Department of Homeland Security and House Appropriations Committee. With his 30 years of experience in the industry, Mr. Norquist brings key insights into the importance and challenges of PPBEs and a wealth of knowledge in budget management and resource accountability. 

Commission on Planning, Programming, Budgeting, and Execution Reform
The National Defense Authorization Act for Fiscal Year 2022, signed into law on December 27, 2021, created the Commission on Planning, Programming, Budgeting, and Execution Reform to examine the effectiveness of the Department of Defense’s planning, programming, budgeting, and execution process, consider alternative processes, and make policy recommendations to ensure the department is well-positioned to increase capabilities and respond to current and future threats. The commission is tasked with submitting a report on its findings no later than September 24, 2023. 

The commission consists of fourteen individuals appointed by the Secretary of Defense (2), Majority and Minority Leaders of the Senate (2), Speaker and Minority Leader of the House (2), Chairs and Ranking Members of the Senate and House Armed Services Committees (4), and Chairs and Ranking Members of the Senate and House Appropriations Committees (4).
