House Appropriations Professionals Honored by The Hill
Washington, D.C. – The work of Congress is led by lawmakers and supported by the many Capitol Hill professionals who work behind the scenes to turn priorities into action, keep the legislative process moving, and deliver results for the American people. The Hill recognizes standout professionals whose expertise, dedication, and contributions help shape this institution and its service to the nation. Aides of the House Appropriations Committee team have consistently been honored on the annual, bipartisan “Notable Staffers” list, and the 2026 honorees include Marcus Towns, Director of Member Services – Majority.

Marcus Towns, Republican Member Services Director – Towns serves as a key liaison between committee members and staff, helping navigate the range of priorities and perspectives across the Republican conference to build consensus and advance all 12 annual appropriations bills. The Hill highlighted his people-first approach to member services and consensus building.

Faye Cobb, Democrat Clerk, Legislative Branch Subcommittee – A two-decade Capitol Hill veteran, Cobb helps guide the annual funding process for the institutions and agencies that keep Congress operating. The Hill highlighted her behind-the-scenes role as a funding negotiator, where listening to agency needs, identifying necessary resources, and working across party and chamber lines are central to her job.

Susan Ross, Chief Clerk, House Appropriations Committee – As Chief Clerk, Ross oversees the Committee’s professional staff across all 12 subcommittees and works closely with Chairman Cole to implement his vision for the Committee and its legislative agenda. The Hill highlighted her leadership during an ambitious appropriations schedule, including the coordinated effort by subcommittee chairs, clerks, and staff to advance all 12 annual funding bills through the Committee. A longtime appropriations professional, Ross has built her career around the fast pace and consequential responsibility of congressional service.
