House Republicans Will Continue Unwavering Support for Israel

October 7, 2024

As we mark the anniversary of Hamas’ evil attack, House Republicans remain steadfast in our commitment to supporting our great ally, Israel. In the face of repeated attacks and ongoing threats, the House has taken decisive action to ensure Israel's security and ability to defend itself from Iran and its proxies like Hamas, Hezbollah, and the Houthis.

Over the past year, the House has passed several pieces of legislation to provide additional security assistance to Israel, most notably the Israel Security Supplemental Appropriations Act, which was signed into law in April. The emergency supplemental provided:

  • $4 billion to replenish Iron Dome and David’s Sling missile defense systems.
  • $1.2 billion for the Iron Beam defense system to counter short-range rockets and mortar threats.
  • $3.5 billion for the procurement of advanced weapons systems, defense articles, and defense services through the Foreign Military Financing Program.
  • $1 billion to enhance the production and development of artillery and critical munitions.
  • $4.4 billion to replenish defense articles and defense services provided to Israel.
  • $2.4 billion for U.S. military operations in the region in response to attacks.

Not only that, but House Republicans also led by passing legislation to curb Biden-Harris’ misguided efforts to withhold crucial security resources appropriated in U.S. law. The Israel Security Assistance Support Act, introduced by Defense Subcommittee Chairman Ken Calvert (R-CA), compelled the delivery of defense weapons to Israel as they fight to protect themselves against radical terrorists. The measure was approved by the House by a vote of 224 to 187.

Throughout the Fiscal Year 2025 process, House Republicans have included key provisions that ensure Israel is equipped with the resources and capabilities needed to defend itself in full force against terror.

The House’s FY25 Defense Appropriations Act:

  • Provides $500 million for the Israeli Cooperative Missile Defense Programs, to include Iron Dome, David’s Sling, and Arrow missile defense systems.
  • Adds $80 million above the President’s Budget Request for U.S.-Israeli antitunneling cooperation.
  • Includes $55 million above the President’s Budget Request for counter-UAS development and directed energy and laser technology cooperation.
  • Prohibits funds to withhold the delivery of defense articles and defense services from the United States to Israel, requiring that any defense article withheld from delivery to Israel be delivered within 15 days, and requiring the Secretary of Defense to obligate any remaining unobligated balances for assistance for Israel within 30 days.
  • Prohibits funds for the United Nations Relief and Works Agency (UNRWA).

The House’s FY25 State and Foreign Operations Appropriations Act:

  • Includes $3.3 billion in Foreign Military Financing for Israel to defend itself against terrorist attacks.
  • Prohibits funding for the International Criminal Court, International Court of Justice, UNRWA, and the United Nations Commission of Inquiry against Israel.

House Republicans will continue to fulfill our commitment to Israel in hopes of upholding good and defeating evil.
