Transportation, Housing and Urban Development Subcommittee Chairman Steve Womack (R-AR) said, "The bill prioritizes transportation safety – on our railroads, highways, and in our skies – and ensures a responsible safety net with housing support for our most vulnerable citizens, especially the elderly, the disabled, veterans, and the working poor. This bill champions the priorities of the Trump Administration, such as $732 million to support the President’s Maritime Action Plan. This includes $165 million for capital needs of the Merchant Marine Academy, a historic investment in our nation’s mariners. This bill continues our commitment to maintaining America’s global leadership in aviation through workforce and infrastructure investments. We provide funding to hire and train 2,300 new air traffic controllers, building on historic funding in FY26 for our controller workforce. And we provide another $4 billion for FAA Facilities and Equipment to build a world class national airspace system. The bill includes a $350 million set-aside in the BUILD program for high-growth areas like Northwest Arkansas, Charleston, Huntsville, and Jacksonville. I know all too well that growing communities face unique infrastructure demands, and this kind of targeted initiative is a responsible use of federal dollars."

Chairman Tom Cole

Chairman Tom Cole (R-OK) said, "With a focus on modernizing infrastructure, improving travel, and supporting communities across the nation – this measure responsibly funds critical priorities while safeguarding taxpayer dollars. With targeted investments in surface infrastructure and new budget authorities to rebuild critical systems – we are delivering resources to build the most modern, safe, and efficient transportation system in the world. This will benefit all Americans and pay dividends for the nation. From the traveling public to freight haulers, improving national connectivity is critical to keeping America moving. The safety of our skies and seas is also reinforced. The bill provides enhanced resources for FAA facilities and equipment to modernize air traffic control, hire needed controllers, and accelerate the deployment of new technologies. And on the maritime front, we provide strong support for programs and initiatives that support our supply chain and defense. The bill empowers communities through local development, housing initiatives, and resources to help the vulnerable – making a difference where Americans live and work. From our founding, America has always been a nation that builds. This bill continues that tradition by investing in the networks and infrastructure that power commerce, connect communities, and improve everyday life for families."

Fiscal Year 2027 Transportation, Housing and Urban Development, and Related Agencies Appropriations Bill

The Transportation, Housing and Urban Development, and Related Agencies Appropriations Bill provides a total discretionary allocation of $92.224 billion, which is $10.659 billion (10.4%) below the Fiscal Year 2026 enacted level. This level reflects the America First agenda by including responsible levels for housing programs and reprioritizing transportation funding to meet infrastructure needs across the nation.

The legislation provides a non-defense discretionary total of $91.79 billion and a defense discretionary total of $434 million. This bill prioritizes air traffic control infrastructure, controller hiring, and transportation safety while maintaining essential housing assistance for our nation’s most vulnerable.

Key Takeaways

Invests in transportation safety and rebuilds America by:

  • Keeping our skies safe and helping build a world-class air traffic control system by providing $22.7 billion for the Federal Aviation Administration (FAA).
  • Providing the FAA with resources to hire 2,300 new air traffic controllers and replace dated telecommunication infrastructure.
  • Redirecting $7.9 billion in wasteful Democrat priorities from the Infrastructure Investment and Jobs Act (IIJA), and instead investing those funds in safety, stronger freight movement, and more reliable travel for the traveling public.
  • Supporting America’s maritime dominance through investments in our maritime workforce and infrastructure.

Supports the Trump Administration and mandate of the American people by:

  • Upholding America First priorities by guaranteeing that the U.S. has the most modern, safe, and efficient transportation system in the world.
  • Empowering the Department of Housing and Urban Development (HUD) to refocus housing assistance to promote self-sufficiency while maintaining support for America’s most vulnerable – including the elderly and disabled.
  • Providing dedicated funding to make D.C. safe and beautiful.
  • Reinforcing President Trump’s executive orders on American security and innovation.
  • Rebuilding America with more than $6.3 billion in new budget authority for highways, rail, airports, and maritime infrastructure.

Bolsters U.S. national security and border protections by:

  • Promoting defense readiness capabilities by funding the U.S. Merchant Marines, state Maritime Academies, shipyards, and the strategic sealift programs – including the Cable Security Fleet, Maritime Security Program, and Tanker Security Program.
  • Supporting America’s vehicle and aircraft manufacturers to ensure global leadership and to counter China’s malign influence.
  • Maintaining “Buy American” provisions that maximize the federal government’s use of services, goods, products, and materials produced and offered in the United States.
  • Providing $92 million for new Department of Transportation (DOT) cybersecurity infrastructure initiatives.

Safeguards American taxpayer dollars and preserves core functions by:

  • Cutting or redirecting $8.7 billion through program eliminations, rescissions, and targeted repurposing, as compared to a Continuing Resolution that would perpetuate Democrat priorities.
  • Providing funding for agencies’ core mission activities while eliminating and reducing wasteful programs.
