Cole Remarks at FY27 Legislative Branch Bill Full Committee Markup

Thank you, Chairman Valadao, and thank you to Ranking Member Espaillat, Ranking Member DeLauro, and to all the members of the committee.

As we move onto our second full committee measure of the day, we are easily reminded of the work before us simply by being in this room. The portraits that surround us on these walls reflect the history of an institution foundational to our Republic. Because no matter how much time passes – or how the nation changes – our core focus remains the same: serving the American people.

The FY27 Legislative Branch bill before us ensures this House – and Congress – has the capabilities, capacity, and central support to deliver on our constitutional duties. 

It provides resources for our oversight and accountability work; enhances investments that support operations and services for our constituents; and sustains key institutions like the Library of Congress.

The measure makes clear that every dollar must be justified. We rein in unnecessary spending, redirect resources to core functions, and hold programs and contracts to a higher standard. That is what responsible governance looks like.

Additionally, it reinforces a protected Capitol Complex. It supports the safety of constituents, staff, and members – both in our nation’s capital and during in-district proceedings.

All these objectives are met while also upholding fiscal discipline and incentivizing debt and deficit reduction, streamlined efficiency, and the elimination of unnecessary spending. 

Fundamentally, this legislation is about stewardship – ensuring that Congress serves the nation, is responsive to its citizens, and invests taxpayer dollars responsibly. 

Chairman Valadao has ensured the People’s House can uphold the trust placed in it through responsible governance and effective oversight.

I thank Chairman Valadao, Ranking Member Espaillat, and the dedicated staff on both sides for their work. I look forward to having our seventh bill reported out of the full committee as we continue advancing regular order and our FY27 work. With that, I yield back.
