Secretary Del Toro, I asked you to appear before this subcommittee to have a candid conversation about the failure of the Navy’s shipbuilding programs. This subcommittee is a strong supporter of the Navy, in particular our submarine programs. The Columbia-class submarines will host 70% of our nation’s nuclear deterrent. The Virginia-class submarines are the lynchpin of our strategy to outmatch China.

I rise today to offer H.R. 8774, the 2025 Department of Defense Appropriations Act.  I want to start by thanking Chairman Cole for his leadership in this process.  I also thank the Defense subcommittee ranking member, Ms. McCollum, for her friendship and partnership.  Finally, I thank the defense subcommittee staff for their tireless work on this year’s bill.

Of the many responsibilities given to Congress in the Constitution, the greatest and the gravest is to provide for the common defense. Decade after decade and generation after generation, the armed forces have served to protect the United States and defend peace and democracy around the globe. But in order to continue to fulfill their mission, Congress must do its duty.
