The subject of today’s hearing is the Fiscal Year 2027 budget request for the United States House of Representatives. I’d like to thank Ranking Member Espaillat, Committee Members, our House Officers, Mr. McCumber, Mr. McFarland, and Ms. Binstead. Ms. Binstead, we welcome you to your first appearance before this subcommittee, and we appreciate your willingness to serve as our acting Chief Administrative Officer.

Good afternoon and welcome to the second session of our public witness hearings specifically focused on American Indian and Alaska Native programs. I would like to welcome all the distinguished Tribal elders and leaders here today. Thank you to all our witnesses for appearing before the subcommittee to share your perspectives on these important topics.

So, this St. Patrick’s Day, we’re giving you the blarney breakdown – because following the green matters, and only discretionary spending is debated, marked up, and passed through the House Appropriations Committee. We won’t fiddle you around. When it comes to spending and deficits, it often sounds like one giant treasure chest. It isn’t. There are two very different buckets of coin to follow.

This is the Fiscal Year 2027 Legislative Branch Subcommittee Member Day Hearing. While the subcommittee did not receive requests from Members to testify in person, Representative Sylvia Garcia and Representative Rashida Tlaib have submitted testimony for the record and their testimony can be found in the committee repository. I would also like to note that this hearing serves as a vehicle for public witnesses to submit testimony for the record. Fourteen testimonies were submitted and they can also be found online.
