Good morning. The Subcommittee will come to order. I want to welcome everyone to the Subcommittee Markup of the Fiscal Year 2024 Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations bill.
I am pleased to be joined by our Subcommittee Ranking Member Bishop, and full committee Ranking Member DeLauro, and the Members of the Subcommittee.
As Americans know all too well, our country continues to face record inflation driven by the reckless spending of the Biden Administration. We simply cannot continue down this path of providing large sums of money with no accountability. This bill takes the same approach American families take every day – they have to do more with less under the Biden economy. American families decide every day where to cut back spending to pay for what's most important. Sometimes tough decisions have to be made.
WASHINGTON - Today, the House Appropriations Committee released the Fiscal Year 2024 bill for the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Subcommittee. The bill will be considered tomorrow, May 18th at 9:00 a.m. The markup will be live-streamed and can be found on the Committee's website.
Members are required to post every Community Project Funding request online. Links to those public requests are included below in alphabetical order.

I want to start by thanking Speaker McCarthy, Leader Scalise, Ways and Means Chairman Smith, and Budget Chairman Arrington for their hard work on this bill.
I hope the President will come to the table and work with us to ensure our nation does not default on our debt.
I want to highlight one very straightforward idea included in this package: to rescind funds that are not needed at this time and redirect them to other priorities.
For example, as much as $60 billion that was appropriated more than two years ago for COVID remains unspent.
Now that the national emergency is officially over, we should be able to take back those resources.
There is also no reason for the IRS to be holding on to billions of dollars for future years.
Good morning. I want to thank you all for being here today to discuss the Department of Agriculture's fiscal year 2024 budget request. Secretary Vilsack, I want to welcome you, and I look forward to hearing more about your priorities for the coming year, as well as having a discussion on other important issues under the jurisdiction of this Subcommittee.
USDA's fiscal year 2024 budget request totals $24.46 billion, an increase of $2.5 billion, or 11.5%, over last year's levels. Mr. Secretary, I'm sure it isn't news to you that the fiscal situation this country is facing is nothing short of dire. Unfortunately, the budget request you've put forward is unrealistic and unattainable. We simply cannot afford what you have proposed. I believe we need to have an honest discussion about USDA's priorities and where our constituents' hard-earned taxpayer dollars make the greatest impact.
I want to thank everyone for joining us today as we review the Food and Drug Administration's fiscal year 2024 budget request. Our witness is the Commissioner of the Food and Drug Administration, Dr. Robert Califf.
Dr. Califf, I want to welcome you to today's hearing. I look forward to the discussion on the budget request and other topics of importance.
Without a doubt, the FDA does critical work that touches the lives of every American, every day, and America continues to be blessed with the safest food and drug supply in the world. But as I look at the FDA's budget request, I'd be remiss if I did not acknowledge the fiscal outlook facing the country.

Thank you all for being here this afternoon. I would like to welcome our witness, Mr. Rostin Behnam, Chairman of the Commodity Futures Trading Commission, to review the fiscal year 2024 CFTC budget request.
The CFTC is requesting $411 million for FY2024, which is an increase of $46 million - or 12.6 percent - over the FY2023 enacted level. The request includes a $12.7 million increase for personnel compensation and benefits, as well as a $30.9 million increase primarily within the Divisions of Data and Administration for IT services, in particular for migration of data from legacy systems to cloud services.
It is important to note that from FY2022 to FY2023, the agency received a $47 million increase in baseline funding and grew from 676 to 759 employees. And this budget is seeking yet another $46 million increase.
