I am proud to present the Fiscal Year 2024 Military Construction, Veterans Affairs, and Related Agencies Appropriations bill to you today.
The bill fully funds veterans' health care and matches the President's Budget Request for veterans' benefits, other veterans' programs, and the VA's activities and functions.
We kept our promise! And we did it responsibly!
We did not accept the proposed shift of more than $14 billion to the mandatory side of the budget. Instead, we utilized the Cost of War Toxic Exposure Fund as intended: to cover the incremental costs above the FY21 baseline to implement the PACT Act.
Thank you, Chairman Carter, for presenting the Military Construction and Veterans Affairs bill, the first appropriations bill we will consider for Fiscal Year 2024.
I appreciate the work that you have done on this bill.
With our markups this week, we will demonstrate how we are able to reduce overall spending without impacting our commitment to veterans, national defense, or homeland security.
This bill before us fully and responsibly funds veterans' health care.
It will ensure our veterans get the medical treatment they deserve.
It also rejects the Administration's proposal to shift resources to the mandatory side.
This bill covers those costs in the annual discretionary budget.

WASHINGTON - Today, House Appropriations Chairwoman Kay Granger, Military Construction and Veterans Affairs Chairman John Carter, and Veterans' Affairs Chairman Mike Bost released the following statement after the House Appropriations Committee released the Fiscal Year 2024 bill that funds the Department of Veterans Affairs.
WASHINGTON - Today, the House Appropriations Committee released the Fiscal Year 2024 bills for the Military Construction, Veterans Affairs, and Related Agencies and Legislative Branch Subcommittees. The bills will be considered tomorrow, May 17th at 10:00 a.m. and 11:00 a.m. respectively.
Members are required to post every Community Project Funding request online. Links to those public requests are included below in alphabetical order.
Thank you, Chairman Cole and Ranking Member McGovern, for allowing me to testify on the Limit, Save, Grow Act.
I want to start by thanking Speaker McCarthy, Leader Scalise, Ways and Means Chairman Smith, and Budget Chairman Arrington for their hard work on this bill.
I hope the President will come to the table and work with us to ensure our nation does not default on our debt.
I want to highlight one very straightforward idea included in this package: to rescind funds that are not needed at this time and redirect them to other priorities.
For example, as much as $60 billion that was appropriated more than two years ago for COVID remains unspent.
Now that the national emergency is officially over, we should be able to take back those resources.
There is also no reason for the IRS to be holding on to billions of dollars for future years.
Today's hearing is on the Air Force and Space Force fiscal year 2024 budget request for military construction and family housing.
It is a great pleasure to be here today with Dr. Ravi Chaudhary, Assistant Secretary of the Air Force for Energy, Installations, and Environment; Mr. Bruce Hollywood, Assistant Chief Operations Officer, United States Space Force; and Brigadier General Brian Hartless, Air Force Director of Civil Engineers, Deputy Chief of Staff for Logistics, Engineering and Force Protection.
Our ability to project air power in the Pacific is critically important, and we need to ensure we have the necessary infrastructure to do so, whether it be maintenance hangars, training facilities, or runways. Additionally, our Guardians need adequate facilities to work in and childcare options that meet the needs of their demanding, 24 hour a day schedules.
