Committee Approves FY27 Transportation, Housing, and Urban Development Appropriations Act

Washington, D.C. – Today, the House Appropriations Committee met to consider the Fiscal Year 2027 Transportation, Housing and Urban Development, and Related Agencies Appropriations Act. The measure was approved by the Committee with a vote of 34 to 27.

Transportation, Housing and Urban Development, and Related Agencies Subcommittee Chairman Steve Womack (R-AR) said, "America’s outstanding level of mobility and housing affordability has long set our nation apart and represents key components of the American dream. Fiscal Year 2027 Transportation, Housing and Urban Development, and Related Agencies Appropriations Act


The Transportation, Housing and Urban Development, and Related Agencies Appropriations Act provides a total discretionary allocation of $92.224 billion, which is $10.659 billion (10.4%) below the Fiscal Year 2026 enacted level. This level reflects the America First agenda by including responsible levels for housing programs and reprioritizing transportation funding to meet infrastructure needs across the nation.

The legislation provides a non-defense discretionary total of $91.79 billion and a defense discretionary total of $434 million. This bill prioritizes air traffic control infrastructure, controller hiring, and transportation safety while maintaining essential housing assistance for our nation’s most vulnerable.

During the markup, Committee Republicans also stood with the America First agenda and rejected Democrat amendments that would have:  

  • Increased government spending with no offset.
  • Blocked reforms that promote work, self-sufficiency, and accountability in federally funded housing programs.
  • Abused the emergency designation to unnecessarily spend more taxpayer dollars.
  • Limited federal authority to manage international aviation and border operations.

  • Womack #1 (Manager’s Amendment) – Makes technical, bipartisan changes to the bill and report. 
    • The amendment was adopted by voice vote.
  • Womack #2 (Republican En Bloc) – Makes technical changes, ensures funds can’t be utilized in localities not complying with immigration laws, upholds drug testing for individuals occupying safety-sensitive positions, and encourages incentives to improve workforce hiring for Port Authority operations. 
    • The amendment was adopted by voice vote.
  • Cloud # 1 – Prevents implementation of IIJA Section 24220 while preserving funding for driver safety research. 
    • The amendment was adopted by a vote of 33 to 26.
  • Espaillat #1 – Report language on HUD immigration enforcement. 
    • The amendment was adopted by voice vote.
  • Frankel #1 – Notification requirements for temporary flight restrictions.
