Chairwoman Foxx, Ranking Member McGovern, and esteemed members of the Rules Committee. I thank you for your warm welcome and your kind invitation to testify today. I appear before you today on the Full-Year Continuing Appropriations and Extensions Act, 2025.

This morning, we welcome Members on both sides of the aisle to the Financial Services and General Government Subcommittee as we kick off the 119th Congress.

Good Morning. It is my pleasure to welcome you to the Subcommittee on Labor, Health and Human Services, and Education for our Member Day hearing.

We are looking forward to taking testimony from our colleagues this morning.

This is an opportunity for any Member of Congress to come before this panel and draw our attention to issues of importance both in their districts as well as across our nation. I look forward to hearing from my colleagues about the challenges they see and how this Subcommittee can help address them.

Before we begin, I’d like to turn to the Ranking Member for any remarks she would care to make.

This is the first hearing for the Commerce, Justice, Science, and Related Agencies Subcommittee of the 119th Congress. I am honored to serve as Chairman of this important Subcommittee.

Good morning. Thank you to our witnesses who have come to testify before us for this important hearing. Today, this subcommittee will examine the effectiveness of Federal K-12 funding and the importance of school choice. I look forward to learning more from our witnesses about the state of our public K-12 schools,  challenges facing these students, and the trends these experts are seeing in the field. 

America’s students are struggling.  There is no way to sugar coat this fact. The results from the latest National Assessment of Educational Progress showed student test scores overall are below 2019 levels in all grades and subjects. Students have still not recovered from the pandemic, and the lowest-achieving students are disproportionately falling further and further behind. One-third of eighth graders nationwide are currently reading below the basic level.

Good morning and welcome to the second day of our public witness hearings for American Indian and Alaska Native programs.  I want to welcome all the distinguished Tribal elders and leaders here today and to thank our witnesses for appearing before the Committee to share their concerns on these important topics. In terms of hearing logistics, I will call each panel of witnesses to the table one panel at a time.

Good morning, everyone. Thank you all for being here this week and for taking the time to testify on the important issues affecting your communities. As an enrolled member of the Chickasaw Nation of Oklahoma, Tribal issues have always been at the forefront of the policy decisions I make as a Member of Congress and as a Member of this important Committee.

It is my pleasure to welcome Lieutenant General Butch Graham, the Chief of Engineers and Commanding General of the U.S. Army Corps of Engineers, to discuss the state of the civil works program. Joining General Graham are:
