Good morning and welcome to the first of our public witness hearings dedicated to American Indian and Alaska Native programs. I would like to welcome all the distinguished Tribal elders and leaders here today.  This year, we had an unprecedented number of requests, requiring us to expand to a third day to accommodate around 100 Tribes and Tribal organizations.

Thank you to our witnesses who have come to testify before us today on the topic of career preparation, and the importance of maximizing students’ employment and earnings potential. I look forward to hearing about what you have identified works for students and what we should bear in mind as we evaluate programs in the subcommittee’s jurisdiction.

I rise today in support of H.R. 10545, the American Relief Act, 2025. This bill provides continuing appropriations to keep the government open and operating through March 14, 2025. When the House Appropriations Committee began our process of drafting bills for fiscal year 2025, we knew we had to work quickly to put the House in the best position possible. To that end, we successfully reported all twelve of our annual appropriations bills out of the Committee and succeeded in passing five of them across the floor of the House by the end of July.

I’d like to welcome Muriel Bowser, Mayor of the District of Columbia, Phil Mendelson, Chair of the Council of DC, and Glen Lee, DC’s Chief Financial Officer. I appreciate all of you participating in today’s hearing to give Members of the subcommittee the opportunity to discuss the District of Columbia’s Fiscal Year 2025 budget request, and exercise oversight over the city’s policies and funding.

I want to welcome Commissioner O’Malley to this subcommittee for the first hearing for the Social Security Administration in over a decade.  The last hearing held by this subcommittee was ten years ago under my friend, and former colleague, Mr. Kingston.

Good morning. I would like to welcome Dr. Shereef Elnahal, Under Secretary for Health and Mr. Josh Jacobs, Under Secretary for Benefits at the Veterans Benefits Administration both of the Department of Veterans Affairs. 

The subcommittee recognizes and appreciates the work being done at the VA. We know that since the PACT Act, enrollment in VA health care has grown significantly as we provide earned benefits to our veterans.

Dr. Elnahal and Mr. Jacobs, welcome, and thank you for taking the time to appear here today to discuss this pressing issue affecting our veterans.

America’s long line of service is reflected through the millions of people who have served her in uniform across the nation, and I’m proud that nearly 236,000 veterans call Oklahoma home. We owe our freedoms to these heroes, and it is our duty to honor the commitments we’ve made to them. Our veterans should never be underserved – and they should never be misled to believe that their care and benefits are at risk.
