I would once again like to welcome everyone to our first full committee bill markup for Fiscal Year 2025.

Our first order of business is consideration of the interim 302(b) subcommittee allocations for Fiscal Year 2025.

Our Fiscal Year 2025 appropriations work continues today, with the Legislative Branch bill. This legislation is central to our democracy. It ensures we can fulfill our Article One responsibilities prescribed by the Constitution and supports the operations of the United States Congress for the people.

As the new Chairman of the Legislative Branch Subcommittee, it has been an exciting few weeks working to present the bill before you today. First, I want to say thank you to the Members of this subcommittee for your respectful input and particularly the cooperation and patience of our Ranking Member, Mr. Espaillat.

Good morning. I want to thank you all for being here today to discuss nutritious food in the Supplemental Nutrition Assistance Program (SNAP). I want to welcome all of our witnesses, and I look forward to the discussion.

Thank you, Chairman Diaz-Balart. I’m so pleased to be back with the State-Foreign Operations Subcommittee today. I previously served on this Subcommittee with both distinguished Chairwoman Kay Granger and Chairman Hal Rogers. Experience tells us that the work done here is of critical importance to America’s national security.

Before we begin, I want to take a moment to welcome our new full committee Chairman, Tom Cole. He is a tremendous leader and cares deeply about the issues in the State-Foreign Operations bill.
