Committee Republicans were unable to support the bills due to the total spending level and controversial policy provisions that are in the bills.

The bill, which is authored by Representative Richard Hudson (R-NC), includes provisions from the Appropriations Committee as well as the House Energy and Commerce and Ways and Means Committees.
