Chairwoman Foxx, Ranking Member McGovern, and esteemed members of the Rules Committee, I thank you for your warm welcome and your kind invitation to testify today.

As members of this committee are all too painfully aware, for the last six weeks the federal government has been shut down. Millions of workers have gone unpaid. Air traffic control functions have slowed to a near halt. SNAP benefits expired, forcing millions of Americans to either find assistance from food banks or else go hungry. Seniors saw telehealth resources suspended. And Head Start education programs for children have been closing. These are just a few examples of the harm being inflicted on our nation. Yet, it didn’t have to be this way.

Washington, D.C. – As a grateful nation comes together on Veterans Day to honor the brave men and women who’ve worn America’s uniform, we remember the promises made and the work needed to fulfill them. This week, the U.S. House of Representatives will consider the Senate Amendment to H.R. 5371, which includes provisions from the FY26 Military Construction, Veterans Affairs, and Related Agencies Appropriations Act.

Washington, D.C. – Democrats have kept the government shut down longer than any shutdown in history. They have made a choice to inflict needless hardship on families, federal workers, and communities nationwide. This crisis was entirely preventable – the clean, nonpartisan continuing resolution (CR) Senate Democrats continue to block is exactly what they requested. Because the truth remains, before Minority Leaders Hakeem Jeffries and Chuck Schumer decided to take funding of the federal government hostage – a clean, short-term CR is something they’ve supported dozens of times.

Washington, DC – As the federal government shutdown drags into its sixth week, House Appropriations Committee Republicans continue to show leadership in their communities. Senate Democrats have now voted fourteen times to keep the government shut down, ignoring the needs of hardworking families, farmers, and small businesses in favor of political gamesmanship. The shutdown has already inflicted billions in economic damage, disrupted critical services, and left federal workers and vulnerable communities in limbo.
